![]() Main Rules 1. Teams and players are expected to follow all rules and regulations. Failure to do so will result to the team being penalized. Teams are expected to register a minimum of 7 players and a maximum of 9 players. 2. The Standard Rules of Football (unless stated) applies throughout this tournament. The few important rules are as follows:- (a) In group stages, the winner of matches will be awarded 3 points, while matches drawn will result in both teams being awarded 1 point. Losing teams will not be awarded any points. (b) For all matches, teams are allowed to perform rolling substitutions when allowed by the referee. (c) For the Semi-Finals and Finals, the extra time rule will be enforced during the event of a draw at the end of normal time. (d) Disciplinary - The Yellow and Red card rules will be enforced throughout the tournament. - Players that receive 2 yellow cards in the same match will be shown an automatic red card. 3. Fighting is strictly prohibited ON or OFF the pitch. The Birmingham Malaysian Games committee considers this a very serious offence and has the authority to penalize teams or disqualify teams from the tournament to ensure the smooth flowing of the tournament. The Birmingham Malaysian Games committee may also ban the particular team from taking part in future Birmingham Malaysian Games. 4. The referees’ decision is FINAL. Any complaints must be directed to the Football Tournament Head Organizer. 5. No requests for amendments in schedule will be entertained. 6. Players are advised to wear shin pads and turf shoes or moulded studded boots while playing in any matches to avoid injuries. 7. Team captains together with their respective teams must report to the officer-in-charge (details on tournament day) 5 minutes before the start of their match in full gear (turf shoes, shin pads, jersey, etc.) 8. Teams are required to provide one name to be the referee in certain matches. - Assigned referees are to report to the official-in-charge. - Referees will be provided with a whistle, a stopwatch and a yellow and red card. These items must be returned to the officer-in-charge when the match is over. 9. Should the assigned referee not be available for matches, the particular team will be deducted one point. (xii) Teams MUST read, understand and adhere to all the rules and regulations AND the tournament format of the Birmingham Malaysian Games. All captains will be required to sign a form of agreement of compliance to the Rules and Regulations of the game in order to complete the registration process 10. The Birmingham Malaysian Games committee reserves the rights to alter any of the rules and regulations at any given time to ensure the smooth running of the tournament. Tournament Format 1. There will be a total of 15 teams taking part in the Birmingham Malaysian Games Football Tournament 2012. 2. The Birmingham Malaysian Games Football Tournament 2012 will be played according to a 4 stage format. 3. The details of each stage are as follows:- (a) The Group Stage - The 15 respective teams taking part will be divided into groups of 3 randomly. Each group consists of 5 teams. - Group stages are scheduled to start at 1000 hours. - Matches in the group stages will be played according to a 7-1-7 system. * The 7-1-7 system denotes two 7 minute playing halves with a 1 minute break in between. - The standard rules of football (refer to rules) applies in terms of points distribution for wins, draws, and losses. - The winners and the first runner-up of respective groups qualify to the quarter final. The two best third-placed teams will also proceed to quarter-finals. (b) The Quarter-Finals - The Quarter-Finals are scheduled to start at approximately 1600 hours. - Teams are scheduled to play one match to decide who proceeds to the Semi-Final. - Matches in the Quarter-Final will be played according to a 7-1-7 system. - If scores are tied by the end of normal time, 5 minutes of extra time will be played. - Should the match still fail to yield a winner by the end of extra time, a 3 penalty shoot-out proceeds. (c) The Semi-Finals - The Semi-Finals are scheduled to start at 1700 hours. - Teams will play one match to determine who proceeds to The Final. - Matches in the Semi-Final will be played according to a 7-1-7 system. - If scores are tied by the end of normal time, 5 minutes of extra time will be played. - Should the match still fail to yield a winner by the end of extra time, a 3 penalty shoot-out proceeds. (d) The Final and 3rd/4th Placing - The two respective winners of the Semi-Final matches proceed to The Final. - The Final is scheduled to start at 1830 hours. - The 3rd/4th placing match will start at 1800 hours. - The Final will be played according to a 12-1-12 system. - The 3rd/4th placing match will be played according to a 7-1-7 system. - If scores are tied by the end of normal time, 7 minutes of extra time will be played for the final. - Should the match still fail to yield a winner by the end of extra time for the final, a 5 penalty shoot-out proceeds to determine the winner of The Birmingham Malaysian Games 2012 Football Tournament. - For the 3rd/4th placing, if the game is still tied after normal time, no extra time is given and the winner is decided on a 5 penalty shoot-out. Additional Rules and Extra Information 1. High ball is allowed. 2. Back pass is allowed but goalkeeper cannot catch the ball. 3. Players are not allowed to go inside D area and Goalkeepers are not allowed to go outside D area. If not, a penalty will be awarded to the opposing team. 4. There should only be a maximum of 6 players on the court during the game. 5. “Rolling Substitution”: The players must enter and exit at the designated “substitution areas” only. The player to be replaced should exit first before the replacement can go in. 6. Goal will not count at kick off. 7. After extra time, in case of a draw, there shall be penalty shootouts of three (3) kickers for quarter-finals, semi-finals, and finals. 8. Referee’s decision is final. 9. Fouls and misconduct: body-contact must be very minimal. All forms of body-contacts that are deemed as strong, dangerous, and/or aggressive by the referee shall be considered foul. Sliding and tackling is strictly prohibited! 10. Sliding tackles are allowed. 11. There will be no throw-ins but a system of kick-ins will be used. 12. No 6-studded boots or metal studded boots are allowed. 13. If a keeper picks up the ball from a back-pass, an indirect free kick will be awarded to the opposing team. 14. Draws for the sorting out of teams in each group will be made prior to the tournament. 15. There will be awards for Best Player, Top Scorer and Best Goalkeeper. 16. A team will be able to register a maximum of 9 players. 6 players must be on the field at all times and 7 players for the final. *The organizer of the football tournament has the right to change the time table and also the format of the matches on that day due to any circumstances. Tournament timetable may change in case of a delay in the start of play. This conditions goes the same to rules and regulations and extras of the Football Tournament if needed.
